Technologies Awarded $2.6 Million Contract
to Demonstrate Technology

The
Naval Facilities Engineering Service Center (NFESC),
Puget Sound Naval Shipyard (PSNS), Engineering Field
Activity (EFA) Northwest has awarded ARI Technologies,
Inc. a $2.6 million contract to demonstrate thermochemical
conversion technology on PCBs and asbestos at the
Puget Sound Naval Shipyard (PSNS). The demonstration
is intended to validate and prove the technology for
possible Navy use. A portable unit, two trailers and
a skid mounted gas scrubber, uses a thermochemical
process to convert asbestos-containing material (ACM)
contaminated with PCBs into stable, non-hazardous
material.
The
thermochemical conversion system conforms to National
Emission Standards for asbestos conversion processes,
conforms to federal parameters for PCB destruction,
and complies with the Occupational Safety and Health
Administration (OSHA) Health and Safety Standards.
An
integral part of the permitting process is an EPA-approved
demonstration test at PSNS. All operating parameters
defined by Federal, State and local permits for PCB-ACM
processing are monitored and reported. An independent
emissions testing company validates destruction removal
efficiency.
Upon
successful demonstration and validation, ARI plans
to design and construct second-generation modular
units. The second-generation units will be transportable
systems will be smaller in size with higher processing
capacities. These units are tentatively planned for
use at Navy installations with landfill limitations
or foreign operations that require an alternative
to disposal.
ARI
uses a high temperature process that destroys asbestos
through mineralogical conversion. The process results
in 100% destruction of asbestos and produces a product
that is inert, non-toxic, unregulated, and suitable
for construction applications. The technology is also
being applied to hazardous wastes and is permitted
by the US Environmental Protection Agency (EPA) to
treat PCBs. The technology is being further developed
for immobilization of metals and radionuclides in
wastes.
